The public are now being asked for their views on the plans.
Creating a vibrant, economic and social quarter for living, working and leisure is the aim of a new Offaly masterplan.
Offaly County Council is seeking the public's views on the future of the Tullamore Grand Canal Harbour.
One of the key focuses of the new masterplan is to connect the harbour to the rest of the town, by enhancing its visibility and accessibility.
The proposals will also see the roundabout on O'Carroll Street removed, and replaced with traffic lights, and add a 'linear park' to the Canal Spur.
The development of small stores inside the Harbour wall would also allow the site to act as a beacon, to enliven Harbour Street at night, according to the plan.
Waterways Ireland and Offaly County Council have outlined 12 opportunities in total for the development of the site.
An open day to discuss the masterplan will be held in Tullamore Library next Thursday from 12pm to 7pm.
