Over 300 people in the midlands have been driving with only a learner permit for more than 20 years.
Westmeath leads with 107, followed by Offaly with 102, and 93 in Laois.
According to Freedom of Information figures, there are almost 1,000 learner drivers in the midlands at present.
Nationally, nearly 5,000 people have been driving on a learner permit for over two decades.
You can’t apply for a third or subsequent learner permit unless you’ve recently done a driving test or have an upcoming test.
