It's being claimed Councillors in Westmeath were deliberately blocked from challenging the Justice Minister over an IPAS centre.
Deputy Mayor of Athlone Aengus O'Rourke says Jim O'Callaghan and OPW Minister Kevin Boxer Moran's departments failed to notify local reps about their visit to the town on Friday.
He says the time of a High Court hearing on the legality of the Lissywollen site on the same day was also changed at the last minute.
