The works have already been the subject of an objection from the councillors through the Local Government Act.
A legal team has now been hired to take a judicial review - of Minister Roderic O'Gorman's order to proceed with construction in Lissywollen.
They're also applying for interlocutory injunctive relief in order to arrest the process.
