That's the view of Longford-Westmeath TD Sorca Clarke, who's calling for a special implementation unit to sit within the Department of An Taoiseach to oversee the distribution of funds and services.
She says despite budgetary allocations increasing over the past five years, the number of refuge spaces has dropped from 142 in 2015 to 137 in 2021.
