The ex Laois boss is setting about growing the game nationally.
Wille Maher believes a change of thinking is needed in order to develop the game of hurling among lower tier counties.
The former Laois manager was appointed with the new Head of Hurling role announced by the GAA last week.
The role will involve leading a strategic plan to support the promotion and development of the game in counties with small hurling backgrounds.
The 47 year old is hinting at the idea of counties joining together to enable player's to complete at a higher level:
