Westmeath County Council approved the most apartments at 370, followed by Offaly at 120 and Laois at 77.
879 housing units were also approved by the local authority in Westmeath, with Laois County Council approving 794 and 405 getting the green light in Offaly.
Nationally, 13,194 apartments and 9,207 new houses were approved last year.
