A midlands rep says the new proposals are about promoting a sustainable lifestyle.

The Transport Minister is defending a range of new traffic measures which he insists aren't anti-car.

Congestion charges, removing parking spaces and incentives to car pool are among the 35 proposals which will go out to public consultation.

Insurance companies would also be encouraged to offer lower premiums to those who drive less.
