The Department has said there's no barrier to prevent works from happening.
The Department of Integration says it's continuing with works for a large international protection accommodation centre in Westmeath.
It comes after Athlone Municipal District decided to seek a legal injunction to stop works on the site in the town.
It's expected that the accommodation would have capacity for 1,000 male asylum seekers in Lissywollen.
In a statement to Midlands 103, the Department says as there are a number of procedural steps before the Order comes into effect, there is no barrier to prevent works from happening.
The spokesperson says they will continue to engage with local representatives and the community on the project.
