Ballymore Group says the project must start imminently to meet its 2040 target.
The man behind the idea of turning a Midlands town into Ireland's first fully green city says the future of the project is in the hands of the State.
The Ballymore Group, led by Sean Mulryan, is asking councillors in Roscommon to pressure the government to green light plans to transform Athlone into a city powered by 90% renewable energy.
TUS Athlone's university campus would be transformed to accommodate a student population of 25,000, with the city's overall population increasing 50,000.
Included in the proposal is a 5,000 bed eco-friendly student village.
Mr Mulryan wants State backing to further the plans, saying he expects the cost would come in around a billion euro a year for the first five years.
He also believes the project needs to be started immediately if it's to reach its completion by 2040 as outlined.
