Customers in North Laois are receiving a compromised service according to the proposal.
A proposed new telecommunications tower will aim to tackle a "clear deficiency" in 4 and 5G coverage in Laois.
Vantage Towers Limited is seeking planning permission for the 30 metre high structure, which will be based in Ballygillaheen, Rosenallis.
The application states there are substantial areas of "fringe" to "no" 4 or 5G coverage in North Laois, and the demands of customers aren't being met.
The proposed structure will house equipment from Vodafone and possibly other operators in the future.
Laois County Council is due to make a decision on the development by December 18th.
