The FRS plans are for the Longford Westmeath Farmer's Mart in Ballymahon.
The centre will deliver essential training in ATV and Quad driving, pesticide spraying and chainsaw handling between January and March.
The launch comes as new regulations require all ATV and Quad owners to complete certified training before operating on their land.
The FRS Training will help upskill the local workforce and improve farm safety and efficiency.
