Report Expresses "Deep Reservations" Over Death Of Cloverhill Prisoner

Offaly man Ivan Rosney died in Cloverhill Prison on September 28th 2020.

An investigation into the death of a man while in the care of the Irish Prison Service says it has "deep reservations" about the way he was restrained and about the extent of external and internal injuries revealed in a post mortem.

Ferbane's Ivan Rosney died on the 28th of September 2020 in Cloverhill Prison.

The report published today refers to a man who died in the care of the prison service on that date.

He was being escorted to appear on video-link for a District Court hearing at Cloverhill Prison.

An Office of the Inspector of Prisons report says a struggle between the man and a number officers ensued which led to the man being restrained with a spit hood being placed over him.

CCTV footage of the ongoing incident was broken for just over two and half minutes as he was brought by officers up a set of stairs.

By the time they reached the landing of the stairwell, officers reported knowing something was wrong.

One said his head got very heavy and didn’t seem to be supporting itself, and had turned blue.

A nurse was called who immediately called a code red emergency but efforts to resuscitate him were unsuccessful.

He was pronounced dead in Tallaght Hospital at 12 minutes past 12, approximately 90 minutes after the incident had begun.

Investigators believe some prison officers may not have fully complied with control and restraint procedures and has issued a number of recommendations.
