The motion was called by Fianna Fáil Claire Murray Smale.
Fianna Fail believes the HSE should be the body dealing with noise and shadow flicker complaints made by the public about windfarms.
Currently the local authority who deals with complaints but Councillor Claire Murray Smale believes the council doesn't have expertise to handle these issues.
She's raising the issues after as applications have been lodged to build turbines in Ballinla and Derrynadaragh.
