According to the Irish Independent, the government hopes the move will house between 14 and 28,000 people.
Under the current rent-a-room scheme, homeowners can earn up to €14,000 a year tax free, for letting a room in their property.
Once extended, the government hopes some 28,000 council tenants living in 'under occupied' homes will avail of the scheme.
