Barry Cowen travelled to Strasbourg to raise the issue with the Energy Commissioner.
The ESB will be investigated amidst rising energy prices in Ireland.
That's according to Laois-Offaly TD Barry Cowen, who met with the European Energy Commissioner, Kadri Simson in Strasbourg this week to raise concerns that the dominant energy provider is abusing the market.
The EU's Agency for the Cooperation of Energy Regulators will carry out the investigation, which the Fianna Fáil deputy hopes to be completed by the end of the year.
He says the regulating bodies in Ireland gave an inadequate response to his concerns:
