Offaly County Council Dog Shelter say the collie cross pups were dumped on the side of the road in the Rhode / Croghan area on Wednesday.
The dogs are about 12 weeks old and are doing well.
The female and two males were very thin when they were found.
The pups won't be ready to re-homed for about two weeks.
