That's according to the Cathaoirleach of Laois County Council.
Drug-dealing, street riots, and children being struck and covered with animal faeces is among the barbaric behaviour occurring in Laois.
Cathaoirleach Thomasina Connell made the comments about Portlaoise while tabling a motion for a reduction in the current 15-page complaint form that council tenants have to fill in to report antisocial behaviour.
The Fine Gael Councillor says the "serious incidents of antisocial behaviour" in the town are completely unacceptable.
She wants the local authority to take a stand against a very small number of council tenants who are committing these acts and to make it easier for people to complain - as the current form is very cumbersome.
Councillor Connell said the lack of response from the council allows behaviour like this to persist.
Her party colleague John King echoed her concerns saying there was no protection for people who just wanted to live in a nice, happy estate.
Labour Councillor Noel Tuohy said he would be interested to hear precisely how many complaints the council had received. "The picture you paint is not the picture I have of Portlaoise. There are problems with neighbours in every estate, particularly in a town with 25,000, and it is ridiculous that you have to fill out a 15-page form. But I don't accept the picture you paint of Portlaoise. I don't think it's a huge problem, personally."
Laois County Council says it's currently reviewing its antisocial behaviour strategy, which will include a review of the current social housing tenant complaint form.
