Westmeath rep with the Irish Nurses and Midwives Organisation Joe Hoolan also says the continued recruitment pause by the HSE is soul destroying for those trying to work within the system.
Figures compiled by the INMO show 7,000 people have been treated on trolleys across the three Midlands Regional Hospitals so far this year.
Mr. Hoolan believes the blame lies at the doorstep of the HSE and politicians:
