The Mullingar project is being split into different locations.
Westmeath County Council is engaging with national and local sporting groups over plans for a new Sports Complex.
The long-awaited development will be based at Blackhall Place and Robinstown in Mullingar.
It's expected to cost €75m.
The local authority says it is important that the sites are fit for purpose and is disccussing accessibility, room heights and lighting with the interested parties.
It will include GAA and soccer pitches, a swimming pool and boxing facilities, along with dressing and meeting rooms.
