It's prompted renewed calls from Fine Gael councillor John Dolan for a dedicated unit of full-time council staff to go door-to-door to carry out inspections.
Householders are required by law to dispose of their waste responsibly, or face a fine of up to €3,000 if dumped waste is traced back to you.
Councillor Dolan thinks a full crackdown on unlicenced waste collectors is required to help tackle the ongoing flytipping problem in the county:
