CHO8, which includes Laois, Offaly and Westmeath, is the worst affected.
The HSE is only offering services to children with disabilities who have been on a waiting list since 2016.
Over 10,000 children with disabilities have been waiting over 12 months for an assessment.
The HSE's CHO8 area - which includes Laois, Offaly and Westmeath - had the highest number of children with disabilities on waiting lists.
In terms of nationwide staffing, the health service says more than 600 development posts have been allocated since 2019.
