Eamon Ryan is appealing for people to consider a job in construction.
The Environment Minister says 17,000 workers are needed in the next 3 to 4 years, to carry out the government's ambitious retrofitting plan.
The state is set to offer grants of up to €25,000 to improve energy ratings in homes, with the aim of retrofitting 500,000 houses by 2030.
Representatives in the construction industry have cited concerns about labour shortages, which they say could cause delays in carrying out the work.
