An application to the Immigrant Investor Programme, as part of a proposed €40 million meat processing plant for Offaly, has been rejected.
The IIP was set up in 2012 to encourage people from outside the European Economic Area to locate their business and acquire a secure residency status in Ireland.
A group of investors from Hong Kong is behind the project.
Speaking in the Dáil, Fianna Fáil TD for Laois-Offaly Barry Cowen questioned how the committee had reached their conclusion:
