Many of the dogs being surrendered are young.
Calls are being made for a complete ban on the breeding of dogs, until shelters across the country are in a better position to take the animals in.
The campaign comes from Laois SPCA, as various shelters nationwide are reporting an increase in the number of younger dogs being surrendered.
Geraldine Lanigan, of the LSPCA, says the majority of dogs people ask them to take in are not neutered, not fully vaccinated and don't have microchips.
