Spinal Injuries Ireland estimates a third of people using the service don't have a medical card.
The government is being urged to provide people living with a spinal cord injury with a medical card automatically, without a review for a period of 10 years.
Spinal Injuries Ireland says the current process is "arbitrary and inhuman," and affects over 100 people in the midlands.
39 of those are in Westmeath, followed by 38 in Offaly and 34 in Laois.
The organisation estimates almost a third of service users don't possess a medical card.
