The Bord na Móna facility currently has permission from Offaly County Council and An Bord Pleanála to burn a combination of peat and biomass.
Edenderry Power Limited is proposing increasing the volume of biomass consumed from the current maximum of 300,000 tonnes to 530,000 per year.
A decision is due from the local authority on 22nd January.
