The move has been criticised by both farmers and environmentalists.
The reduction by 2030 is on the lower end of the 22% to 30% scale.
Fine Gael sources have stressed it will be voluntary for farmers to take part, adding there will be generous financial incentives for participating.
They say it's about future-proofing farming by paying farmers to plant trees, sink carbon or build solar panels.
A number of opposition parties say the 25% target doesn't go far enough with people before profit calling it an enormous blow to climate activism.
The Irish Farmer's Association is calling the decision 'devastating' to the Irish farming sector.
