The new plan covers the needs of the mobility impaired as well as housing for students in SETU.
Laois County Council have voted in favour of adopting the majority of a new draft Local Area Plan following a special meeting of the council.
Amendments made to the plan will be up for discussion at the next meeting.
The Laois local authoirty voted unanimously in favour of the Carlow - Graiguecullen Joint Urban Local Area Plan, to be in place from 2024 to 2030.
Certain amendments had been made to plan following submissions from various parties.
These included changes to text in relation to the needs of the mobility impaired and disabled drivers when implementing transport schemes, housing for students in SETU, and a change of date for an upgrade to waste water collection and treatment from 2029 to 2027 subject to approval.
Only one counter proposal was made to zone lands across from the Talbot Hotel on the Portlaoise Road for Strategic Use, which was supported by the council.
The amendments will be put on display for submissions, and another meeting will be held to discuss the results in the summer.
