The covid-19 crisis has created a catch-22 when it comes to commercial rates in the midlands.
The pandemic has forced businesses to close, leaving many unable to pay the fee, and facing an uncertain future.
However, a quarter of Offaly County Council's income comes from commercial rates, and independent councillor Seán O'Brien says they'll be forced to make cuts if they can't source this revenue.
