A scheme, announced by the government last week, has been criticised for excluding those who spent less than six months in the institutions and has created "a hierarchy of suffering" according to Sinn Féin's Sorca Clarke.
The Longford-Westmeath deputy is urging all TDs to support the motion to ensure the needs of survivors are met.
