There has been speculation about the budget following the changes.
Marginally stepping outside of the Government set rules can be justified by a sustained investment in the future of Ireland fund.
That's according to Longford Westmeath TD Joe Flaherty, as it's been revealed while there is a rule on National Spending increases being limited to five percent, current numbers show that figure as being 6.9 percent.
There has been much speculation surrounding what will happen to the budget, following a change in the date and a change in the role of finance minister.
Deputy Flaherty says the budget is not expected to deviate much from what the original plan that was set:
