Offaly TD John Leahy is making the comments after the latest meeting with the EU Just Transition Fund Eastern and
Midland Regional Assembly.
It comes as a recent energy project received €300,000 from the Just Transition fund yet €75,000 match funding was required.
The Independent Councillor believes in a 'Just transition' process, it shouldn't be costing communities, businesses or the local authority money.
The application process is too complicated, as in some cases up to 20,000 words are required - leaving community groups struggling.
