Leo Varadkar has since retracted comments about Ireland's urban/rural divide.
People in Westmeath are paying more tax than the vast majority of the country.
New figures published in the Irish Independent show the average person paid €19,073 in tax in 2024.
Only Dublin and Cork had higher rates, at €30,433and €45,619 respectively.
Meanwhile Laois is at the other end of the table - bottom at just €3,306 of tax being paid per capita.
Offaly residents are midtable, paying €7,282.
It comes after former Taoiseach Leo Varadakar's comments that urban Ireland pays the bills when compared to people living rurally.
