Roscommon-Galway TD Denis Naughten is head of a the Regional Technical Group, including Kildare-South TD Cathal Berry and Aontu leader Peadar Tóibín, who have been involved in government formation talks.
The document contains skeleton plans to move to a single tier health service, a new Green Deal for the environment, along with a new unit in government to examine a united Ireland.
