Construction will start in 2028 once approved by An Comisiúin Pleanála.
Plans for a major pipeline, which will be laid across the Midlands, have been submitted by Uisce Eireann.
The submission for the 'Water Supply Project Eastern & Midlands Region' includes over 500 documents, for one of the State's largest-ever infrastructure projects.
Construction is due to start in 2028, with completion expected within five years.
It will cost an estimated €4.6 to €5.96 billion.
The project will see the delivery of water from the Parteen Basin on the River Shannon to serve the greater Dublin area.
Uisce Eireann says the project will bring substantial social, economic, and environmental advantages to communities across the Eastern and Midlands regions.
