It's also warning airlines will cut the number of seats at Dublin Airport by 1m next summer, if there's no change to the passenger cap.
Group CEO, Mullingar's Michael O'Leary claims tourism and jobs are being damaged by the 32m passenger cap, introduced in Dublin in 2007.
