They're being accused of breaching planning rules requiring them to deliver a percentage of social housing as part of new housing estates.
The 'Journal Investigates' has revealed 61 enforcement actions have been brought by Councils since 2020.
However there has been just one action in the Midlands in the last five years, that came in Offaly in 2024.
