Oireachtas members heard details of the Ombudsman's 2023 report on Thursday.
Local authorities were the subject of the highest number of public complaints made to the Ombudsman in 2023.
The Ombudsman and Information Commissioner discussed the figures presented in the annual report, at an Oireachtas committee on Thursday.
Issues relating to housing, healthcare and immigration were most frequently mentioned.
186 complaints came from the midlands.
The Annual Report has found Westmeath and Laois accounted for 66 of those, respectively, while 54 complaints were made in Offaly.
