Independent Carol Nolan says the almost 1,400 full-time third level students in Laois and Offaly are taking a hugely unfair financial hit.
She says some are paying up to 700 or 900 euro a month for accommodation that they can no longer use, with colleges shut indefinitely.
The Minister of State for Higher Education has said she would like to see students reimbursed, but Deputy Nolan doesn't feel that approach is strong enough:
