It comes almost a year after Kilminchy Lodge Nursing Home was found non compliant on eight regulations.
In April this year, inspectors found the centre to be well run, where residents were supported by a kind and caring staff.
While in June the year previous, HIQA found Kilminchy Lodge failed to deliver safe and consistent care.
Issues around training and staff development had been resolved to reach full compliance.
While problems cited over record storage had improved but repeat failures were identified around the secure storage of residents medical information.
Care plans were not up to standard, with gaps between assessments and care plans seen on the day of the April inspection.
There were also delays in updating plans which led to one resident wearing continence wear when their plan said there were no incontinence issues.
Kilminchy was found substantially compliant in the areas of Governance and Management and Individual Assessment and Care Plans, as a consequence.
Kilminchy Nursing Home is owned by the Emeis Ireland group, which was at the centre of a TV expose documentary last year for other nursing homes, including The Residence in Portlaoise.
A report on that facility is being delayed for legal reasons.
