The County Offaly centre was found to be "clean" and "well-maintained".
A midlands care centre for older people has been found to be compliant or substantially compliant in all areas of a new report.
HIQA carried out an inspection of Ferbane Care Centre in September.
Residents told the inspector Ferbane Care Centre was a "nice place to live, " and their needs were met by kind staff, who made them feel safe.
They were also satisfied with the food and activities.
Inspectors noted a welcoming and unhurried atmosphere in the centre, with living and communal areas on all three floors.
They also said these areas are clean and well-maintained, and were accompanied by effectively-used lights which created a warm and comfortable environment.
However, the report from the Health Watchdog states the centre was a pension agent for eight of the residents, and these arrangements were not in line with best practice.
It says it wasn't clear how the funds were transferred to pay for care, or if the residents money was immediately available to them.
But, the centre says a full review of the system has been carried out since the inspection, and a full bank reconcilliation will be carried out for each resident every month.
