The appeal comes as The Swan in Laois is one of 17 areas in the country most at risk of drought, due to days of extreme temperatures.
Tankers and night time restrictions are being put in place to restore levels.
John O'Donoghue, Regional Operations Manager at Irish Water, says the utility is working to reduce leakage but, due to the lack of investment over the years, it will take time to fix it:
The worst affected regions are in Kilkenny, Cork, Tipperary, Wexford and Clare.
