The midlands county was one of four nationally.
Westmeath was one of four counties where no fines were issued for dogs on the restricted breed list being off the lead in public.
Clare, Cavan and Longford were the other three, while Galway City Council also issued no fines between 2020 and 2023.
Analysis by the Irish Independent found four fines were handed out in Offaly, while Laois County Council said it did not have the figures.
The paper says more than 1,500 dog attacks have ben reported to Gardaí in the past two years,
