There's currently a proposal from the EU Commission that's been held up in Parliament due to environmental objections.
While a European Union Council of Ministers proposal, which would focus more on State owned land, is being championed by speakers at Sunday's public meeting at the Shearwater Hotel in Ballinasloe.
